For offline reading, you'll need to create an account for and install Adobe Digital Editions to your device - this software 'checks out' the item to you, syncs your content, and automatically returns it
You'll also need to install a reader app - my favorite (and I've tested MANY) is PocketBook
Depending on the book's format, you can download as an EPUB (reflowable text, more accessible) or PDF (fixed layout)
You can also select the download loan length (if you don't finish it, you can always re-download/re-checkout)

New Books
To view newly published books, click Advanced Search
Look to the right and enter your publication range, click Owned and subscribed to by my library, search. You'll now have a list of results that you can further refine with the facets on the left.
